Ursula Newell-Davis, a Louisiana social worker, recently filed a lawsuit challenging a state rule that blocks new providers from offering care services unless they first prove to the government that their services are "needed." She says the state denied her permission to open an in-home respite care service for children with special needs even though she has 25 years of experience and advanced degrees in social work.
